Inputs on DRP will be considered: CM

PANJIM: Chief Minister Digambar Kamat yesterday assured members in the Legislative Assembly that the government will try to consider the sentiments expressed by the village panchayats and other local bodies while formulating the Regional Plan for Goa 2021.
Replying to the discussion on Demands for Grants for town and country planning, vigilance, general administration, Official Language, information and publicity and Goa Sadan, Kamat said that the comments received and the village plans submitted by the local bodies to the draft Regional Plan are in process of synthesis and finalisation. He said that in all 162 village panchayats had already submitted their comments to the draft Regional Plan to the Task Force.
He said that the government will adopt a transparent process in the preparation of the Regional Plan and all the comments received from the village panchayats, municipalities and individuals will be posted on the website. He also assured the House that any mistakes found in the Regional Plan would be rectified.
The Chief Minister said that the Outline Development Plan (ODP) for Panjim, Taleigao, Mapusa and Mormugao had been finalised and notified and that the government had asked the chief town planner to prepare comprehensive development plans for these areas. He said that the ODP for Ponda was ready and will be notified soon while, the ODP for Margao was under finalisation.
Action against Hill cutting
"Under Section 16 A and 17 A of TCP Act, the department was empowered to take punitive action in any violation of the provisions and filling up of low lying land and cutting off sloppy land without prior permission. The role of the department was to lodge FIR on the violation and it was the duty of the police to chargesheet the violators.", the Chief Minister added.
To scrap purview on sale of flats?
He said that the government was intending to delete Section 49 (6) of the Act from the purview of the sale of flats but not in case of sub-division of plots.
Reiterating that the government was trying to simplify the procedures by amending the TCP Act for the convenience of the public, Kamat said that henceforth infrastructure tax would be paid to the TCP department at the time of obtaining NOC for construction licence. Presently the infrastructure tax was collected by the BDOs.
To remove discrepancies in agri landHe further said that the Land Revenue Code would be amended while, talathis and aaval karkuns will be respectively replaced by mamlatdars and deputy collectors for mutation cases. He also informed that the government would seek the services of former director of agriculture Dr H Karapurkar to remove the discrepancies in the agriculture land.
Kamat said that the committee appointed by the government to clear its projects under Section 16 and 16 A of TCP would meet soon.
Lokayukta Bill to be ammended
The Chief Minister said that the government had conveyed its decision to the Ministry of Home Affairs that it would delete clause 19 (provisions for contempet of court) of the Lokayukta Bill.
However, he agreed to discuss the matter after Speaker Pratapsing Rane and Leader of the Opposition Manohar Parrikar said such matter be discussed by the Assembly since it was the property of the House.
Referring to the new Goa Sadan at Chanakyapuri-New Delhi, Kamat said that the Urban Haath had observed deviations in the building plans and that the same would be clarified to them shortly.
The New Delhi Municipal Corporation had already granted its approval to the project. He said that the government plans to construct the new Goa Bhavan at New Mumbai on BOOT basis, after seeking some relaxations from the Maharashtra counterparts.
Equal suport to Konkani, Marathi
He told the House that the government will not show any disparity in the Official Language and had given enough financial support to both - Konkani and Marathi, besides recognising the Dalgado Konkani Akademi and setting up Tiatr Academy.
